AN Ashfield Labor councillor who received a $1000 political donation from Wests Ashfield Leagues Club should not have voted in a recent council motion involving the club, it has been claimed. Greens councillor Marc Rerceretnam said Labor's Scott Gartrell should never have taken part in a vote over whether to defer consideration of a draft Development Control Plan for Wests until after the council elections in September. The motion to defer the matter was passed at the July 8 council meeting. Cr Rerceretnam said Cr Gartrell had a potential conflict of interest because he had received a donation from the club before his 2006 by-election campaign. The Greens councillor has referred the matter to the Department of Local Govern- ment's Pecuniary Interest Tribunal. ''I would have thought, in the light of the ICAC findings on corruption at Wollongong, that Cr Gartrell, or even his Labor colleagues would have the presence of mind to declare an interest and withdraw from the de- bate,'' Cr Rerceretnam said. However, Cr Gartrell said he thought it was appropriate from him to vote on the mat- ter because it was a ''simple procedural issue''. He said the club had not re- ceived a copy of the draft DCP until a few days before the council meeting and he thought it was a matter of ''procedural fairness'' that they have more time to consider it. The Labor councillor added that by deferring the issue until a new council is elected in September, he was removed from having any impact on the DCP because he is not standing for re-election. Community centre gets go-ahead STRATHFIELD Council has approved plans for its controversial South Strathfield community centre. The new multifunction centre will replace the cur- rent High St library which was deemed to be at the end of its serviceable life at a council meeting last December. The council approved the plans on July 1 and says it is making arrangements to ensure library users are not inconvenienced when construction begins. Library users will be able to become temporary home library service clients and be given extended loan periods and increased loan limits. The peace offering comes after the council in- itially planned to have few books at the new centre. In accordance with Section 101 of the Environmental Planning & Assessment Act 1979 , clause 124 of the Regulations for development consents, and clause 137 of the Regulations for complying development, certificates that were approved subject to conditions by Council are publicly notified. The Development Application (No 2008.128) was submitted by Ashfield Council following an extensive planning and community consultation process.
